HARRISBURG – Rep. Dave Zimmerman (R-Lancaster) has put forward House Bill 1667, which aims to bring clarity to the legislative process in Pennsylvania by requiring a statement on the original intent or purpose for each piece of legislation that becomes law.
In a statement, Zimmerman explained that the proposed legislation seeks to ensure that every bill or joint resolution introduced in the General Assembly includes a clear and concise statement of its original purpose, in accordance with the Pennsylvania Constitution. He emphasized the importance of retaining the bill's original purpose throughout the legislative process to prevent misconstrued interpretations.
Zimmerman highlighted the necessity of his bill by stating, "No matter how precise and careful we word our laws, they are often misconstrued and used in ways that were never intended." He underscored that clarifying the intent or purpose of legislation is crucial in providing a complete understanding of the laws enacted.
House Bill 1667 is currently under consideration in the House Rules Committee, awaiting further legislative action.
