Rep. Keith Greiner has reintroduced a bill aimed at tackling the litter problem across Pennsylvania, with an emphasis on increasing penalties for those caught littering. The legislation addresses the growing issue of trash accumulation along roadsides in both urban and rural areas, including Lancaster County.
"We have all seen it," said Greiner. "Trash, tires, bottles, cans and more strewn along our streets and highways. Littering is a crime that is spreading blight across our Commonwealth."
Greiner expressed personal frustration with littering, noting his own experiences cleaning up trash in his district. He described litter as "personally offensive, uncivil and discourteous," emphasizing its detrimental impact on the environment and community well-being.
"Litter contaminates our soil and waterways, introducing toxic substances and physical hazards that threaten wildlife," he stated. "Plastics and other non-biodegradable waste products can remain in the environment for decades."
The proposed legislation does not seek to ban items like Styrofoam or plastic foodware but instead focuses on penalizing individuals directly responsible for littering. Under the bill, first-time offenders could face fines up to $2,000, while repeat offenders could see fines increase to $5,000.
For those in the garbage hauling industry who violate these laws, penalties are even stricter. Owners or operators of waste disposal businesses may face fines up to $10,000 for a first offense and $20,000 for subsequent offenses. Courts may also mandate community service involving litter cleanup.
"By increasing the criminal penalties," Greiner explained, "we can discourage individuals from further contributing to environmental harm and promote respect for our communities."
