Zimmerman criticizes governor Shapiro's budget proposal as irresponsible

Rep. Dave Zimmerman of Lancaster expressed disappointment with Governor Josh Shapiro's 2024-25 state budget proposal, which suggests a spending increase to $48.34 billion, marking an 8.4% rise in state dollars over the current fiscal year.

Zimmerman criticized the proposal as "irresponsible and misleading," arguing that it could lead to fiscal problems and significant tax increases within three to four years. He highlighted the governor's plan for a $1.1 billion increase in education funding, questioning its effectiveness given past investments and declining student test results.

He also raised concerns about proposed new spending on roads, agriculture, and education without clear plans or data supporting improvements. Zimmerman noted that much of the proposed spending would be allocated to new programs lacking proven success.

Zimmerman took issue with revenue-generating measures such as a 42% tax on electronic gaming machines and legalizing marijuana for adults with a 20% wholesale tax. He stated, "'Sin' taxes have never been shown to be reliable sources of income for a state," adding that he does not support expanding access to marijuana.

"The people of Pennsylvania deserve better than what was proposed today," Zimmerman said, emphasizing the need for opportunities allowing residents to retain more of their earnings rather than facing increased taxation.

Zimmerman has opposed previous budgets from Democratic governors and indicated he would not support this one either. He expressed hope for bipartisan collaboration on a budget plan before the June 30 deadline.

The House Appropriations Committee will begin hearings with various state agencies starting February 19 to examine details of the governor’s proposal further.
