Zimmerman proposes bill to allow certified chaplains in public schools

Rep. Dave Zimmerman of Lancaster has introduced a new piece of legislation, the Student and Teacher Support Act, aimed at allowing public schools to employ or approve certified school chaplains as volunteers. The proposal comes amid concerns over low morale among teachers and students.

Zimmerman emphasized the potential benefits of having chaplains in schools. "With teacher and student morale at an all-time low, it’s time that we provide students and teachers with the support they need," he stated.

Citing data from more than 30,000 schools across 23 countries, Zimmerman noted significant improvements associated with the presence of chaplains. He highlighted a "37% increase in high school graduation rates, an 80% decrease in teen pregnancies and a virtual elimination of suicides" when chaplains are involved. Additional benefits mentioned include better student grades, higher teacher retention rates, improved school safety, respect for authorities, and enhanced student-teacher relations. Furthermore, there is reportedly a reduction in alcohol and drug consumption, school violence, discipline issues, and bullying.

Zimmerman clarified that the bill does not impose any mandates on school districts but rather provides them with the option to hire a chaplain if approved by their local school board. "This would be one more resource school districts could use to help support students and teachers in their schools," he said.

Certified chaplains are already employed in various sectors across America including airports, hospitals, the U.S. Department of Defense, federal and state prisons, U.S. Congress as well as fire departments, police departments and the CIA.

House Bill 2183 is anticipated to be referred to the House Education Committee for further consideration.
